Hello Josh,
You need to set some settings a certain way to get this to work. I also attached a custom preset for this case, but you can do it manually.
What you should set in the settings:
1. Selected Framerate: 23.98p -> 59.94i PD
2. Aspect ratio: 16:9
3. Set Variable bitrate as you did
Then, in the Video Encoder's advanced settings (Ctrl+Shift+A or wrench icon) set additional settings in the Basic Settings tab:
4. Uncheck Progressive Sequence
5. Select Picture Structure: Progressive Frame
6. Telecine / Pulldown: 2:3
That's it. I have attached screenshots of the selected settings. This way you will get the output stream 23.98p 2:3 Pulldown.
